District Mission Statement

The Lincoln Park School District will provide, through its schools, an educational setting that
helps children to love and master learning, to work independently as well as collaboratively, and to develop the character and values that promote a healthy society. It is the school district’s expectation that all students will achieve the New Jersey Student Learning Standards at all grade levels.
 
 
President Gibbons called the meeting to order at 6:35 p.m., and he led the Board in the Pledge of Allegiance to the flag. He then read the following statement into the record:
In accordance with the requirements of the Open Public Meetings Act, I wish to announce that:
 
The New Jersey Open Public Meetings Law was enacted to ensure the right of the public to have advance notice of and to attend the meetings of public bodies at which any business affecting their interests is discussed or acted upon.  In accordance with the provisions of the act, the Lincoln Park Board of Education has caused notice of this meeting to be mailed to the Daily Record and The Record and posted at the Board of Education Administrative Offices and filed with the Borough Clerk.

Trustee Stager, seconded by Trustee Nielsen, moved to approve the minutes of the regular meeting of the Board of Education held on May 8, 2018.

April Enrollment Report is in the folder at the BOE office.
 
Mr. Meyer received a thank-you note from the LPPD. The LPMS invited the police to visit and have lunch with the students. The students created art work thanking the police for all they do. Several officers spent lunch eating and talking with the students.
 
Mr. Grube discussed opening the LPMS last week without power. He shared how the decision was made and that the day went very well. The students, staff, and parents handled it very well.
 
The upcoming school events were shared with the board.

BUSINESS ADMINISTRATOR’S REPORT
  • Bids have been solicited for Food Service Management Company for the 18-19 school year as well as for the re-bid of the Middle School Roof Project.  Bids are due 6.8.18
  • Delta Dental renewal is 0% - it was budgeted at 5% - estimated savings of $5,000
  • Prepared and submitted the applications for Extraordinary Aid for excess special education costs and Homeless reimbursement for two students in District from another country.
  • Preparing to submit a Grant amendment for Title IIA to re-align funding into the proper accounts in order to use it all in the current school year
  • Required Payroll Verification completed 5/15/2018

RESOLUTION 1576-2018 “RESOLVED, that upon the recommendation of the Superintendent, the Lincoln Park Board of Education accepts, with gratitude, the donation of thirty chairs for the Lincoln Park Elementary School from the SitOnIt Seating Company and Mrs. Kelly Orrego.”
 
Mr. Gibbons thanked those making the donation.
 
Mr. Stager questioned the rates of the subs and whether the District may need to put in place a mini wage increase.  Mr. Grube responded that no action is required at this time.

RESOLUTION 1591-2018 “RESOLVED, that upon the recommendation of the Business Administrator, the Lincoln Park Board of Education approves a Joint Transportation Services Agreement with the Morris County Educational Services Commission for the 2018-2019 school year. BE IT FURTHER RESOLVED, that the Board President and the Business Administrator are authorized to execute the contract on behalf of the Board of Education.

*RESOLUTION 1597-2018 “RESOLVED, that pursuant to N.J.S.A. 18A:18A-22, N.J.S.A. 18A:18A-25, and Public Law 2012, c.25, the Lincoln Park Board of Education approves the rejection of bids for the Middle School Roof Project, State ID#2650-040-18-1000 for the following reasons:
  • The lowest bidder was disqualified due to non-compliance with N.J.S.A. 18A-25 Surety certificate,  failure to provide required documentation regarding the listed prime trade sub-contractor, and failure to include the Disclosure of Investment Activities in Iran (Public Law 2012, c.25); and
  • The next lowest bid substantially exceeds the project application cost estimate (N.J.S.A. 18A-18A-22).”

BOARD DISCUSSION:
Vice President Avena questioned if the school buses we utilize have seat belts. Mr. Grube responded yes.
 
Vice President Avena asked about any update on security devices for consideration.  Mr. Grube indicated that the camera upgrade quotes were very high, so additional quotes are being solicited.
 
Trustee Stager asked if the information regarding teacher attendance was available.  Mr. Grube indicated he had included the information in his update from May 11th.  Discussion ensued and Mr. Grube indicated he would re-send the May 11th memo as it did not appear as though members had received it.
 
Superintendent Evaluation – Mrs. Petty reminded Board members that they needed to complete their section of the evaluation by the end of the week.  Discussion ensued and it was suggested that next year School Boards come in and review the new process with the Board.
 

SECOND PUBLIC RECOGNITION REGARDING SCHOOL RELATED MATTERS

By a voice vote, the Board approved to forgo the second public recognition at approximately 7:37 p.m., as there was no one present from the public.
