District Mission Statement

 

The Lincoln Park School District will provide, through its schools, an educational setting that helps

children   to love and master learning, to work independently as well as collaboratively, and to develop the character and values that promote a healthy society. It is the school district’s expectation that all students will achieve   the New Jersey Student Learning Standards at all grade levels.

RESOLUTION 000-2018 “RESOLVED, that the Lincoln Park Board of Education appoints Mr. Gary Stranz as Treasurer of School Moneys, (N.J.S.A. 18A:17-31), for the 2018-2019 school year at a salary of $5,000.00.”

 

4.             QUALIFIED Purchasing Agent AND BID THRESHOLD

RESOLUTION 000-2018 “WHEREAS, the recent changes to the Public School Contracts Law gave boards of education the ability to increase their bid threshold up to $40,000.00 and WHEREAS, N.J.S.A. 18A:18A-3a, permits an increase in the bid threshold if a Qualified Purchasing Agent is appointed as well as granted the authorization to negotiate and award such contracts below the bid threshold; and WHEREAS, N.J.A.C. 5:34-5 et seq. establishes the criteria for qualifying as a Qualified Purchasing Agent; and WHEREAS, Juanita Petty possesses the designation of Qualified Purchasing Agent as issued by the Director of the Division of Local Government Services in accordance with N.J.A.C. 5:34-5 et seq.; and WHEREAS, the Lincoln Park Board of Education had previously increased the bid threshold as provided in N.J.S.A. 18A:18A-3; NOW, THEREFORE BE IT RESOLVED, that the governing body of the Lincoln Park Board of Education, in the County of Morris, in the State of New Jersey hereby approves maintaining the districts bid threshold at $40,000.00; and BE IT FURTHER RESOLVED, that the governing body hereby appoints Juanita Petty as the Qualified Purchasing Agent to exercise the duties of a purchasing agent pursuant to N.J.S.A. 18A:18A-2b, with specific relevance to the authority, responsibility, and accountability of the purchasing activity of the Board of Education.”

 

5.             CUSTODIAN OF RECORDS

RESOLUTION 000-2018 “RESOLVED, that the Lincoln Park Board of Education, in accordance with N.J.S.A. 47:1A-1 et seq., appoints the Board Secretary as Custodian of Records for the 2018-2019 school year; and BE IT FURTHER RESOLVED, the Lincoln Park Board of Education indemnifies the Board Secretary for all legal costs, which might arise from this appointment.”

RESOLUTION 000-2018 “WHEREAS, the public agency compliance officer is also responsible for administering contracting procedures pertaining to equal employment opportunity regarding both the Public Agency and the service providers.  The service provider shall include but shall not be limited to goods and services vendors, professional service vendors and construction contractors; and

WHEREAS, the Board of Education has determined that the Board Secretary can effectively and appropriately perform the duties of the public agency compliance officer;

RESOLVED, that the Lincoln Park Board of Education hereby designates the Board Secretary as the Public Agency Compliance Officer in accordance with the provisions of N.J.A.C. 17:27-3.2.”

 

7.             Investment Authorization and Wires

RESOLUTION 000-2018 “RESOLVED, that the Lincoln Park Board of Education designates the School Business Administrator as the person responsible for any and all Board of Education investments; and

BE IT FURTHER RESOLVED, that the School Business Administrator be authorized to make wire transfers amongst board accounts as necessary.”

 

8.             MEDICAL INSPECTOR

RESOLUTION 000-2018 “RESOLVED, that the Lincoln Park Board of Education appoints Dr. Francis Kielar as Medical Inspector, (N.J.S.A. 18A:40-1), for the 2018-2019 school year at a salary of $9,515.00.

 

9.             CIVIL RIGHTS COORDINATOR

RESOLUTION 000-2018 “RESOLVED, that the Lincoln Park Board of Education appoints the Director of Special Services as the Civil Rights Coordinator overseeing the Title VI and IX Programs for the 2018-2019 school year.

BE IT FURTHER RESOLVED, that the School Business Administrator is directed to advertise the name, office address and telephone number of the Civil Rights Coordinator.”

 

10.          TITLE IX COORDINATOR

RESOLUTION 000-2018 “RESOLVED, that the Lincoln Park Board of Education, in accordance with 34 CFR 106.8 (a), appoints the Director of Special Services as Title IX Coordinator for the 2018-2019 school year; and

BE IT FURTHER RESOLVED, that the School Business Administrator is directed to advertise the name, office address and telephone number of the Title IX Coordinator.”

 

11.          HOMELESS LIAISON

RESOLUTION 000-2018 “RESOLVED, that the Lincoln Park Board of Education, in accordance with 34 CFR 104.7(a), appoints the Director of Special Services as Homeless Liaison for the 2018-2019 school year.

BE IT FURTHER RESOLVED, that the School Business Administrator is directed to advertise the name, office address and telephone number of the Homeless Liaison.”

RESOLUTION 000-2018 “RESOLVED, that the Lincoln Park Board of Education, in accordance with 28 CFR 35.107(a), appoints the Director of Special Services as American Disability Act (ADA) Coordinator for the 2018-2019 school year; and

BE IT FURTHER RESOLVED, that the Superintendent is directed to develop and distribute the grievance procedure as per 28 CFR 35.107(a); and

5.             TRAVEL LIMITATION FOR REGULAR BUSINESS TRAVEL

RESOLUTION 000-2018 “RESOLVED, that the Lincoln Park Board of Education authorizes, pursuant to N.J.S.A. 18A:11-12(f) and N.J.A.C. 6A:23A-7.3(b-1) an annual maximum amount per employee for regular business travel, not to exceed $1,500.00.  Any additional travel amount beyond the maximum amount requires Board of Education approval.”

 1.            ADOPT FINAL SCHOOL BUDGET, 2018-2019

RESOLUTION 000-2018 “BE IT RESOLVED, that the Lincoln Park Board of Education adopts the final 2018-2019 school district budget for submission to the State of New Jersey as follows:

 

                General Fund                                                       $  22,043,464

                Restricted Special Revenue                              $       327,111

                Debt Service                                                         $       194,782

                Total Budget                                                         $  22,565,357

AND, BE IT RESOLVED that the Lincoln Park Board of Education includes in the final budget the adjustment for banked cap in the amount of $356,511 as, in accordance with N.J.A.C. 6A:23A-10.3(b), the district has fully exhausted all eligible statutory spending authority; with such adjustment to be used to support additional costs for students placed out of district at public and/or private schools, which costs the Lincoln Park Board of Education affirms will be completed by the end of the 2018-2019 budget year and acknowledges that they cannot be deferred or incrementally completed over a longer period of time; and

BE IT RESOLVED that the Lincoln Park Board of Education includes in the final budget the adjustment for increase costs of health benefits in the amount of $207,377, which additional funds will be used to pay for the additional increases in health benefit premiums; and

BE IT RESOLVED that the Lincoln Park Board of Education includes in the final budget a withdrawal from the Maintenance Reserve Account in the amount of $30,000, which funds will be used to support required maintenance and/or repairs for hall ceiling cabinet heaters, roof exhaust fans, water fountains, heating coil replacements and circulating pumps; and

BE IT RESOLVED that the Lincoln Park Board of Education includes in the final budget a withdrawal from the Capital Reserve Account in the amount of $147,150, which funds will be used to support the partial replacement of a roof and a rooftop unit at the middle school, a boiler hot water heater and bathroom partitions; and

BE IT FURTHER RESOLVED that the following General Fund and Debt Service tax levies be approved to support the 2018–2019 budget:

                General Fund:                      $19,347,024

                Debt Service Fund:             $     131,617

 

BE IT RESOLVED that the Board of Education hereby approves and adopts the 2018-2019 School District Budget, and hereby determines to carry out the same.

 

2.           IMPLEMENT 2018-2019 BUDGET

RESOLUTION 000-2018 “RESOLVED, that the Lincoln Park Board of Education authorizes the Superintendent and the Business Administrator to implement the 2018-2019 budget.”

3.           GAS SERVICES THROUGH ACES

RESOLUTION 000-2018 “RESOLVED, that the Lincoln Park Board of Education approves a gas supply service agreement between the Lincoln Park Board of Education and South Jersey Energy Company through the Alliance for Competitive Energy Services (ACES) from July 1, 2018 through June 30, 2019.”

4.           MCESC PROFESSIONAL SUPPORT SERVICES NON- PUBLIC AGREEMENT: 2018-2019

RESOLUTION 000-2018 “RESOLVED, that upon the recommendation of the Business Administrator, the Lincoln Park Board of Education approves a Professional Support Services non-public Agreement with the Morris County Educational Services Commission for the 2018-2019 school year.

BE IT FURTHER RESOLVED, that the Board President and the Business Administrator are authorized to execute the contract on behalf of the Board of Education.

 

 

5.             AUTHORIZATON TO SOLICIT BIDS – LINCOLN PARK MIDDLE SCHOOL ROOF PROJECT

RESOLUTION 000-2018 “RESOLVED, that the Lincoln Park Board of Education authorizes the advertisement placed for the solicitation of bids for the Lincoln Park Middle School roof project.

RESOLUTION 000-2018 “RESOLVED, that upon the recommendation of the Superintendent, the Lincoln Park Board of Education approves a substitute service contract with The Substitute Service, LLC of Florham Park, New Jersey for the 2018-2019 school year, at a cost of $3,127.95, to be paid in ten (10) monthly payments of $312.79 each, beginning September 1, 2018 and ending June 1, 2019. BE IT FURTHER RESOLVED, that the Business Administrator is authorized to execute the contract on behalf of the Board of Education.”
